Research on License Plate Recognition Method Based on HALCON

With the rapid development and continuous improvement of image processing technology, the intelligent management of traffic management system for vehicles has accelerated the speed of road safety information, in which the car license plate as the identification of vehicle identity, the identification of its character information is the key to the license plate recognition system. In order to solve the problem of the traditional license plate recognition algorithm such as long development period, this study adopts the HALCON as a programming platform, the acquisition of image preprocessing to enhance image contrast, through the affine transformation to complete correction of tilt of the image, and at the completion of the design after character segmentation OCR based on neural network classifier to complete accurate recognition of Chinese characters, letters and Numbers. The experiment shows that the system has the ability to adapt to the environment and can recognize the license plate information efficiently and accurately.

An Improved Model for Node Discovery using Election Algorithm in Wireless Sensor Network

Mobile wireless devices are constrained based on resources. Computation offloading provides a unique method for taking advantage of multiple mobile wireless devices to save energy and increase performance of these devices. In order to build a robust serious   solution for a mobile wireless sensor network. There must be a scheme to ensure that the resources of the mobile wireless sensor network is managed adequately. However, computational offloading scheme was proposed by researchers. But this solution was dependent on a super node which manages the offloading process and is required to be online on the network at all time which consume time. The objectives of this study is to create a “broadcast and receive” table that can access a given node at a particular time interval without the need of having a super node online all the time. This method ensures that as nodes enter the network, they announce their resources which is then saved in the table. This information is updated at a given time interval by a monitoring service. When a node is to be removed from the network, the details of the resources of the node is removed from the table. The focus of the study is to evaluate the resource aware of node discovery in wireless sensor network.

A Statistical Analysis and Exploration on Atlantic Hurricanes Database (HURDAT2); Do We Expect the Worst?

Hurricane occurrence exploration is a heavy task that requires sophisticated methods to accurately determine the occurrence and the impact of damage on the tropical environs. To control massive damage, several techniques have been developed to measure the accuracy of track forecasting. The accurate analysis and exploration of the occurrence of hurricanes are very crucial for the affected environs evaluation within a short time to minimize the loss of human life and property. Nevertheless, the exact analysis and exploration of these hurricanes is challenging and time-consuming. Therefore, this study proposed a statistical model whereby the analysis of variance (ANOVA) a linear regression scientific data statistical analysis model is applied on the dataset of Atlantic hurricane database (HURDAT2) for the exploration of hurricane occurrence and damage in the tropical environs. The best tracks of a 6 hour interval, location (latitude, and longitude), wind speed, central pressure of all identified hurricanes and subtropical typhoons from the year 2008 to 2017 (10 year period) are used to determine the  Rcoefficient, which measures the goodness and fitness of the model to reveal the variability of the real data. Statistical significance and reliability of the data are tested on significance  P-value <0.05 where four different parameters are considered for the analysis in order to determine the destructive of these hurricanes in the tropical environs; latitude (x1), longitude (x2), the wind speed (x3), and central pressure. The results of our model proved significant with an accuracy of 99.3%, and a mean standard error (MSE) of 1.4952 for all the hurricanes that were analyzed, and the year 2012 was established as a year that had much damage.

Digital Laboratory Framework (DLF): A Tool for Effective Practical Delivery in Federal Polytechnic Offa, Nigeria

The research provides vital insights into technical and engineering education and practice as a key to effective teaching of practical for Computer Engineering Students in an efficient and applied manner which is an indispensable factor. Since the introduction of Computer Engineering in 1997 at Federal Polytechnic Offa, applying the theories has allowed the students to develop their commercial literacy and ambition in the Polytechnics. Using laboratories for routine practical has been traditional, and the technology trend has gone beyond conventional methods. Digital Laboratory Framework (DLF) is a tool for technical education, where practical teaching will take the form of virtual learning. The team intends to develop a digital laboratory to complement the traditional method for National Diploma (ND) and Higher National Diploma (HND) in Computer Engineering to cover core digital and analogue electronics pre-requisite courses. The teaching and practice of Engineering serve as the essential entrepreneurship skills with a keynote to address the fundamental requirements needed to establish a successful career using student cognitive learning, student performance and evaluation concerning technical skills acquisition. The result prepares undergraduates ahead for industrial skills. It enables them to specialize in any computer engineering options and help produce competent Nigerian graduates as engineers with a total capacity to develop the nation through innovative technologies.

Explicit Risk Management in Agile Software Projects: Its Relevance and Benefits

Risk management is the systematic process of controlling risks and it is critical to the success of all software development projects. Agile software development methodologies by the inbuilt features utilized, control risks. However, this does not work for all cases of software development projects and supplementary means may need to be applied. This can be addressed by introducing an intentional and formal way of managing risks in the agile environment. Explicit risk management promises numerous benefits if properly implemented.

This study intends to review and deduce based on the risks identified, the relevance and benefits of formally managing risks in agile software development projects. To achieve the aim of this study, the researcher reviewed risk management procedures in a typical agile setting as well as research that exposed the insufficiency of the inherent risk management process in agile projects and the identified risks. Related research papers from peer-reviewed journals and other reliable sources were reviewed to extract risks that occurred using agile without explicit risks management. The study inferred that some risks do exist that occurred with the introduction and use of the agile method itself. Also, there could be risks that surface when the project size exceeds a limit. Thus, managing risks explicitly will go a long way to address such risks. Consequently, the researcher was able to deduce the relevance and benefits of implementing explicit risk management in an agile software development project.

This study showed that it is beneficial to incorporate formal risk management procedures in agile software development when mega software projects are being developed. However, to maintain the agility of the agile methods which happens to be a major benefit of the utilization of agile methods, more research is needed to further explore explicit risk management in the agile environment without violating the swiftness in the agile settings.
